Look at a Balswin Catalog (or reprint) - They offered many of the smaller wheel arrangements with the firebox between the axles, above the axles, and above the wheels. When the firebox was between the axles, it becomes obvious on 2-6-0s and 4-6-0s because of the greater distance between the 2nd and 3rd axles. Look where the bottom of the firebox is.

I agree, the high monted boilers on little drivers make it appear like the engine is going to fall over on the first curve.
