What is the reasoning for building a steamer certain ways ?

Many of the NG locos have a very low, squatty stance, while I have seen photos of non-NG locos that have a very high riding boiler, some so high that a large open space can been seen under the boiler above the drivers.

Smaller drivers would obviously lower the stance and increase low end gearing. There may be other reasons too ?

But why those locos that look so tall and ungainly ?
