You are correct - 6,000 gallons is more than a K-27 tender cistern holds. From the folio sheets, here are some tender water capacities:
C-21 2,900 gal.
C-25 3,000 gal.
K-27 4,100 gal.
K-28 5,000 gal.
K-36 5,000 gal.
K-37 6,000 gal.
The smaller power had tenders with a variety of different sizes - capacities from 2,000 gal. to 3,000 gal. according to the folio sheets.
