That's Stan Garner (no "d") of Short Line Enterprises, the former owner of Fillmore & Western #1 - a ten-ton Porter named 'Sespe'.
Here's #1 with some of the 2472 crew in September, 1992. That's Stan's former partner Jim Clark with yard-dog 'Bones' on the pilot deck; I'm the kneeling dude with the (no longer) dark beard.

p.s. Is this the color scheme that Skip is proposing for C&TS locomotives - similar to #483 in 1968-70?
