Norway electrified their railway system with an intelligence that isn't possible in N. America. After WW2 instead of getting sucked into a cheap diesel-driven, destructive, competitive frenzy they integrated their hydro dams and electrified railway with the power transmission grid for the whole country. Granted it's a smaller country, but with engineering challenges to equal anything in North America. What made it work was a difference in attitude. Cooperation instead of competition. Today Norway is way ahead of N.America in terms of a self sufficient future. All it takes is thinking further than four years into the future; but that means dealing with problems and making sometimes-tough long-term decisions, instead of just pushing the problem under the rug for the next Administration to deal with.
