Water Tanks and Facilities

As I have been reading the messages today, I have noticed that costs of maintainance has been a recurring theme and I got to thinking....(I know, bad thing...)
What does it take to keep the C&TS cistrens and tanks up and running. I know that several years ago, the Osier tank was rebuilt and that in the 70's a steel tank was dropped into the one at Chama.
So, who takes care of the pipes, intake boxes and so on. Is it turned off in the winter these days or just allowed to go? I know I have seen pics of tanks while RG was running and the ice is incredible in the winter.
Also, what is the current status of Lava? Is it usable at all?
Just asking. Oh, and while we are talking about colors...I noticed that the Gato tank is a barn red ???? and at Arboles, they are painting it I think the same color....What colors are those tanks and what lettering should go on them?
