This is all supposition on my part, but if I understand the location, presumably it might have served the outdoor car shop. As I remember it, all the tracks west of the main shop building were basically a big car shop. With all the work being done on freight cars to meet the demand for the pipe boom, perhaps a transfer table was added to facilitate movement of switching since there probably was not room for a ladder track at that end. For the little wooden cars it would not have had to have been a robust affair, unlike the transfer table used for the locomotives. I have no recollection of such a transfer table during the 60's, but tha doesn't mean it wasn't there.
