Dave -- By long-standing tradition the capital outlays "pie" gets divided into three slices: one slice each for the executive, for the house members, and for the senators. In theory "state-wide" capital projects show up in the excutive portion and "local" projects fall into the other two groups which you found collectively at the LFC site. As you can imagine the political in-fighting over just what and how much money ends up in each slice of the pie can get pretty ugly.
To add to the metaphors, the haggling over the pork will be on-going through the session as the sausage gets made, usually behind the scenes, but increasingly in the open, and the primary final outcome will be a big capital appropriations bill, known as the "Christmas Tree Bill," the details of which will only become evident upon completion of the session.
