George W. Hilton's scholarly tome "American Narrow Gauge Railroads", Stanford University Press, 1990, makes numerous references to National Narrow Gauge Railroad Conventions in St. Louis in 1872 and in Cincinnati in 1878. It would seem likely that, if narrow gauge standards were discussed and/or implemented, it would have been at one of these conventions. Hope this helps.
