Is n't the picture one of R.W.R's pictures of NO. 4 of the Lawndale Railway & Industrial Company taken during his visit in March 28 1942.
There is a nice account of his vist to the line in his Autobiography 'Chasing Trains' - a visit which included his being accused of being a 'Nazi Spy'.
The line ran from Shelby N.C. to Lawndale and latterly rostered two very small Vulcan built 2-8-0's - 12" x 16" cylinders and weighing in at ca. 25 tons.It also rostered latterly but one combination caboose coach.
The lione expired not long after R.W.R's visit.
