I would estimate that getting the BNSF to go along with steam on their Belen Cutoff would waiver somewhere between "no way", "not a chance" and "say what?'
However, now that NM has control (or soon will have) of the Raton Pass line, there might be a chance there. The Belen Cutoff it ain't, but assuming the line is presently in decent shape. Remember, once the Cutoff was operational, the AT&SF upgraded the Raton Pass line into their premier passenger route. Their premier trains used to regularly scorch the rails, and could do so again. The basic infrastructure is still in place.
