Based on the very narrow gauge, the UK look of the bridge abutments & ivy, and the style of the buildings and sign, I was going to guess one of the little railways in Wales - but I had no idea which one. Based on the steampipe, the center connection for the valve gear linkage and the swivel plate between the 2nd & 3rd pairs of drivers it has to be a separate engine. And since there is a trailing truck, it's not an American-style articulated - which IIRC were not widely used elsewhere - so I would have guessed a Garratt or something very similar.
