I think Martin is right about it being the 17. Looks to be quite early in her career, I doubst she is more than a couple years old. Judging by how she is laying, probably rolled a rail on a curve, or just broke it apart. I wish we could see the undercarriage and roadbed. I've heard these big engines did a fair amount of damage in the early years, though most if the upgrades seem to have been taken care of by the time the 19 and 20 arrived.
