Thanks, Scott -
As a long-time member of Rails-to-Trails, I would certainly prefer to see ABANDONED railroad grades turned into bike paths rather than condos or freeways, but there are several examples out there of Rails-
WITH-Trails that have proven fairly successful, so long as the trails are for cyclists and walkers only and not also for horses.
Iron Horses, Horsesses, and Horse's Asses don't mix well.
When my daughter and I stopped in Creede for lunch a little over three years ago, it did not strike me as a notably thriving community, nor as one populated by the Durango / Aspen / To - Hell - You - Ride ex-yuppie sort. I presume the opposition is a very vocal small minority, and that the majority of Creedites/Creedians/Creejens realize that they would benefit from a small increase in local lunch-hour tourism. Wagon Wheel Gap is not exactly the Animas Canyon, and it is very unlikely Creede will ever face "Silvertonization" to any great degree, train or no train.
