Rail washers

I can grasp the idea of washing sand off of the rail to lower the rolling resistance to the following wheels but it seems like a lot of todo about nothing. We all know that sand increases traction for the drivers but I would not have thought it would increase rolling resistance for the cars following the engine.
Does anyone have actual knowledge of rail washers and/or how much effect sand might have on rolling resistance?
This is probably trivia but it struck me as interesting when I read about it.
