I have to ask Robert, what Model Railway experience do you have? you mention building planes and Star Wars but no mention of trains!
I can't help thinking that you are trying to run before you can walk, I would go with the suggestion to model On30 first, and even then, don't be ashamed to model a freelance generic narrow gauge railroad, run some steam engines and get a feel for how they work, get a handle on track pick up and reliability issues and such, in other words, gain some experience.
You may decide that On30 is a great scale that has a plethora of H0 scale mechanism and wheels that you can use to kit bash into great looking models, you may decide down the track (pun) that you really can and want to convert to 0n3, by then you may have gained confidence, expertise and money to make the conversion and have the models ready to convert already. As a matter of interest, you should compare prices of H0 scale and 0n3 scale track etc, that may end up being a deal breaker, especially if you are still a young lad on a meagre income and discovered girls and cars as well! LOL
I model in H0n3, been at it for 50 years, others may disagree but it is not the easiest scale to model in, the models are surprisingly small and delicate, they do take dedication and experience to get running nicely and to keep them running, anything new or second hand isn't going to be cheap, especially if you are a stickler for accuracy and adamant you want to model a particular era or area.
Don't be discouraged, do some home work (another dirty word for a young lad! LOL), take a real hard look at what you would like to do and be honest with yourself about what you really can achieve, most of all, fun is requirement!
And join a club if you can!
