Of course the effects of your 2nd sentence reduce the places where your 1st sentence applies.
When I lived in Gunnison 35 years ago one could have rebuilt the, for example, Marshall Pass line from Poncha to Sargent for just the cost of the materials & work. Now, with the various McMansions that have gone in and the increase in campers & other use of the old grade, I seriously doubt that Bill Gates could afford the coasts. On Cerro Summit the various rebuildings of hwy 50 have wiped out much of the East slope. Need I even mention the growth along much of the RGS grade and the effect on any dreams of bringing even part of the RGS back?
You just aren't going to get the mountain bikers et. al. to give up their hold on the various grades to let you bring back a stinky old railroad. At least not without an impressive and very expensive, court battle.
