Weird 3 foot gauge 4-4-0 at Las Vegas, NV

Greetings:
There is a weird looking 3 foot gauge 4-4-0 owned by the Las Vegas Railroad Society which was supposedly built out of a Vulcan Iron Works 0-4-0T by the Tropicana Express Resort (Ramada Inn?) at Laughlin, NV.
Does anyone know anything about this thing, especially what Vulcan it was made out of?
I am quite curious as there are a couple of 3' gauge Vulcan 0-4-0Ts which I have listed "missing" in my data for the 2nd edition of "The Steam Locomotive Directory of North America" and would love to "find" them.
