Plows and flangers: considered a 'set' on locomotives?

Lately I've been looking at the Priest flangers that were used on the K-28s. I used to -assume- that flangers were permanently installed and the big snowplows came on and off as necessary, but that doesn't seem to be the case.

Were these considered a 'set' of sorts? It kinda makes sense they would be.

Here is the photo that got me thinking -- the linkage across the pilot deck doesn't seem to be connected to flanger blades. Of course the plow is off as well.

P.S. -- is the small cube mounted dead center on the pilot a toolbox? Or something else?
