I wonder if it has to do with torque. When it was used at Central City the WSLCo #14 when going uphill in a right hand curve would torque the right front wheel up high enough where the flange was at least 1" above the rail. The opposite wheel rode against the flange on the rail so it stayed on the track. I wonder if the torque in a left curve would increase derailments? Maybe by installing the shaft gear on the rear that problem would be eliminated. JP
