Doug, I'll let John Bush give the official answer, but I believe the C&TS have a policy of not shoving against cars with passengers on board, so that would mean triple heading instead of mid train helpers or hind end pushers. I think all passenger cars have steel underframes, so the old D&RGW rule of not pushing against a wood framed car with passengers or crew on board wouldn't necessarily apply, but I think the C&TS still prefer not to risk pushing against loaded cars.
