The Blair / Greene street factions are real and sometimes vicious, not to mention the 12th street business participants. Anyway, the original lease to the D&RGW way back in the 50s, in the form of a town ordinance, granted operating privileges only to the south easterly edge of Empire Avenue (also known as Blair Street). There was an extension laid a ways past Blair to film a movie--I think Night Passage--but it was removed soon after the filming. The first track was put in by town and county crews with rail and OTM supplied by the Rio Grande. The AFE for that effort was number 4002, signed off by G.B. Aydelott on 7-11-55 with estimated total cost to the railroad of $2605.00. Jerry Day provided me with a copy of that AFE. I think it reasonably safe to say it would be a cold day in hell before any track gets laid past Blair Street.
