This is not what I recall, but I have been getting more things confused lately.
The PRR upper quadrant semaphores were used on signal bridges and failed to the safe position IIRC. Maybe both styles evolved into fail safe mode. I just am not so sure any more. I also think it might have to do with the many towers PRR had and the connections were made by pipes from the tower to the semaphore The handles in the tower were mechanically connected to the signal arms and switches.
Thanks for the pointers. I'll keep them in mind - for lower traffic without towers, you are probably correct.
