Well, let's see –
Casey wrote 1:24, not 1.24, and his post has not been edited . . .
1:12 scale would give 1 inch of model for 12 inches of reality, or 3" track to model 36"-gauge reality.
Divide by two for 1:24 scale, or 1 inch of model = 24" of reality, so 1.5 inch of model = 36" of reality.
