What's that?

I was looking through the DPL photographic database and came across this curiosity:
Catalog number OP-7636 (link will allow zooming). The photo is of 478 in Santa Fe NM taken on Nov. 6, 1938. It looks like the running board has come loose and is just sort of dangling there but I don't really see what might have caused such damage.
