Not exactly.

1880: Malta to Crane's Park 10 mi NG
1881: Crane's Park to Red Cliff 21 mi NG
1882: Red Cliff to Rock Creek 3 mi NG
this was all built NG on NG ties with no thought of standard gauging

1886: Rock Creek to Glenwood Springs 63 mi NG
1886: Glenwood Springs to Aspen 41 mi NG
1889: Glenwood Springs to Rifle 27 mi NG

These are the sections that were built NG on SG ties with the intention to SG them as soon as possible.

1890: Leadville Jct to Pando 15 mi SG
This is the line through the Tennessee Pass tunnel that was built NG temporarily until all of the earlier trackage listed above was changed to SG later in the year.
