Narrow Gauge Convention Standards

Any body know where these standards are?

I am working on a freelance design for a swing motion truck. It got me to thinking, the mounting locations for the truck / car bolster was probably specified by some form of narrow gauge standards. I remember reading somewhere that 26" wheel diameter and coupler height were standardized by some kind of narrow gauge convention or something. Does any one know of anykind of standards for narrow gauge couplers, trucks and their mounts to cars?
Can this standard be obtained ?
