What's happening with C&S #9? (Loop content but only slightly)

Without going into the whole thing about #9's first round of restorations, I was wondering if and when the rest of #9's restoration will get started (let alone completed!) As I understand it, the CHS had to get bids and award contracts and jump through a couple of dozen hoops etc... but I was under the impression that this should have started by now! What is going on?!! Leave the topic of what was done on the Loop this year alone as it is irrelevant with the exception that #9 was hurried into service and as a result of poor decisions, has been setting out on blocks all season long. No timetable has been announced for it's completion as far as I know. The #9 is the one true historical treasure that the CHS owns and how they are treating her is most telling! Is anything being done?!!
