American NG in Japan: On its way out?

While surfing for information on the Kiso Forest Railway, I came across the website for Western Village, the Nikko, Japan, theme park which has the ex-RC&BT "Waipahu" (Baldwin 0-6-2T) and a Porter 2-4-0. A quick (and poor) Google translation basically says that the place has closed down. A subsequent Google search turned up a review blasting it as "the worst tourist attraction visited," both a literal and figurative ghost town with less than a dozen patrons in the entire park. Definitely makes it sound as though any closure would be permanent.

Does anyone know more about this joint, or can read Japanese other than through these blasted translation sites?
