The paper is reporting that the former operator (Georgetown Loop Railroad, Inc.) tried to sell a locomotive to the CHS:

Hopefully, Phil or Mark will jump in here and confirm/deny what was reported in the paper. I would be surprised if it were true. I am also surprised that the CHS would claim this and/or the Courant would report it since a simple check of the former operator's (Georgetown Loop Railroad, Inc.) website leads to this paragraph:
