While scanning through the old postings about K37 tenders a few years back, I noted that another thread ran along the lines of the dilapidated state of locomotives that have been stuffed and mounted in parks - "public urinals" was the term used. One comment made was to remove the boiler jacket on steamers, get rid of the asbestos, and leave off the jacket to prevent rusting from water/snow being trapped between the jacket and boiler shell.
One solution to this, and one that keeps the original appearance of the locomotive, is to fashion a set of hardwood blocks to be placed on the boiler shell after the asbestos removal. Then put the jacket back on - the blocks provide anchoring surfaces for the jacket, and allow an airflow to take place between the boiler shell and jacket to prevent moisture buildup/rust from occurring.
Has this been done to any of the D&S and CATS never-to-run-again locomotives?
