K-37's: What would it take?

Out of curiousity, and a desire to learn, what would it take to superheat the K-37s and make them a more efficient (more powerful as well?) locomotive?
Why did the Rio Grande, if they went to the expense to create the K-37s not superheat them during the rebuild process?
Would superheating have made a difference in the operation of these locomotives and the consumption of fuel and water used by these narrow gauge beasts?
