PBS's NOW carried a story this evening about Howard Rich of Chicago staging "citizen's initiatives" aimed at reducing state budgets. It is my understanding that this is what happened to Colorado, and the annual C&TSR track and locomotive maintenance budget.
Reading here, earlier this year, indicated that Colorado has temorarily stopped the action noted in my first sentence, and that the state is now paying it's "dues".
Will someone more knowledgeable please tell us the whole story, including the Howard Rich connection?
