Baggage Car 165 - different *LINK*

I have been looking at photos of the San Juan / Shavano Baggage Cars. Baggage Car 165 has stuck out for one particular reason.
Of the photos I have been able to see the truck detail, dates on these photos range from late 1930's to 1951, I cannot see any break shoes on the truck of this car.
Clearly the trucks are the "standard" passenger car trucks used on this equipment with the endbeams, just no breaks hanging off the endbeams.
One shot, from the RRobb Book, the car is set out by itself in Alamosa. I think I can see Break Clevises under the truck, but no break shoes.
Is it possible that this car was modified with inside hung breaks?
Anyone?
