This is a speculative question, but it regards the existing K37s.
Suppose there was a new tourist operation looking for fairly beefy motive power. Since neither the C&TS or the D&S are making use of the K37s they possess, these would seem like the most logical locomotives to use.
I doubt that the C&TS or the D&S would care to part with any of the 490's, but would they consider something like a long term lease? Especially if the operator paid the C&TS or the D&S to do the restoration. That way the railroad of ownership would have control over the restoration and would profit from it.
Personally, I think it would be cool to see 490's running back and forth on a narrow/dual guage version of the Creede Branch (even though a K37 never made it to Creede -- but then prior to '81 a K36 never made it to Silverton), it is unfortunate that the powers that be in Creede are not interested.
Also out of curiousity, is the grade between Silverton & Eureka intact? I always thought that a picnic run from Silverton to Eureka would be cool. It would be neat to operate using the old SN enginehouse as a base -- although a '37 might be a bit big for such an operation. It would be a fun operation for Casey, or the newly restored #315.
