I've never read a discussion, or have seen a topic, relating to steam temperature at higher altitudes. If you're running a steam locomotive at the higher altitudes, such as encountered on some US NG routes and SA mountain routes, I suppose the heat of the steam must be less than that at sea level to lower altitudes.
I did a quick and dirty google, and found this link to a cooking site, but it mentions problems relating to the above, as applied to cooking at altitude in pressure vessels.
The same theory must apply to locomotive boilers.
