NNG - Very Large Array TAMPER?!

I was watching the KRQE weather report today, and they showed a picture of the VLA getting some snow (already melted in this picture). I thought the picture below was pretty cool - who knew the VLA telescope had a railroad tamper (I think it's that, anyway).
