Garfield Monument and Hello

Hello the group. Here is a DRG Fourth Division question that I haven't been able to resolve yet.

Location is west face of Rock Tunnel in the Cumbres Pass area. There is a monument to President Garfield placed by The National Association of General Passenger & Ticket Agents 20 days after Garfield's death. Lewis Lathrop says that there was some track crew foo that threw the last car descending into Toltec Gorge with the loss of 13 passenger lives. "The railroad erected the monument on which was inscribed the names of the victims. ... Because it was embarrassing to the D&RG this monument was shortly changed to a memorial to President ... Garfield ...."

True?
