Since the candidate in question doesn't want to operate the whole railroad anyway, my guess is the Commission is not going to pursue the application any further, so it's probably a moot point.
However, what you are raising here is s SERIOUS allegation of wrongdoing. Unless you have solid facts that you can back up with solid evidence, and you are willing to post it here, I find this kind of post 'real scary'. It would be more helpful perhaps to communicate your concerns directly to The Commission.
