Outside counterweights

On the locomotives of the D&S and CATS, the driver counterweights are on the outside of the frame. Why aren't they molded into the drivers themselves as is the usual case with other locomotives? Is it because there's more weight necessary than can be incorporated into the relatively small wheels?
