Trivia Question on Locomotive move

On January 16, 1914 the Colo. PUC issued a emergency tariff for a locomotive move from Wallenburg to Alamosa at a rate of 12.5 cents per 100 pounds. I do not know who's foreign railroad might have been moving a engine in this location. Its two years too early for C&S engines going to H&H at La Madera. Possibly a Standard Gauge engine for a short line? PRR
