I finally looked up the references to misc tender 9410. Sloans book says "Coal outfit, Work Flat, Water Car>" No other description or source given. It is an ACF 1902 30ft 25 ton gondola. Why it became a work flat is not said nor where the tender tank came from. Will look this August to see if ther are any clews.
