The Signal at Cumbres?

Hi
At Cumbres station there is a double armed signal? Coming from the UK I don't understand how it is used or its significance. I was reviewing a DVD "Twilight on the Rio Grand" which was made in the early 60's and there is a shot of a south bound freight going through La Jara and a similar signal is shown operating just before the train passes through. My first thought was that it might be some sort of block-section working but I am hoping someone in the forum might be able to provide the correct answer.
