This shot captures the early days of Sumpter Valley Railroad Restoration, Inc. I believe the WH Eccles #3 Heisler is at the end of the track east of what was then called Dredge Depot, now McEwen Depot. My best guess is that the siding was not in place at that time, so the train would have to approach the end of track then back up. One of the SVRR volunteers who was around in this era will hopefully chime in. I would hazard a guess that the photo was taken in the 1980's. The scan is from the SVRR Archive.
