Water Freezing in the Winter Time?

I have what might be a silly question but how do the railroads water the locomotives in the winter time? Like how doesn't the water freeze is say Cresco Tank or any of the locomotive's tenders when the temperature outside is so low for so long? I am under the impression that Cumbres tank was built into the side of the hill to prevent freezing but I would think most of the tanks would encounter this problem?
