On 9/22/37 the chief mechanical officer issued a directive that all narrow gauge engines be equipped with a whistle shield. This was a 3/32 plate that extended from the base to flush with the top of the whistle on the cab side. Was this to try and knock down the decibels in the cab or something to do with steam vapors and visibility? The example drawing shows a single chime whistle.
