Making PSD files into Jpegs

A couple of weeks ago I mentioned I had some 1968 images that were scanned as PSD files. Actually Jerry Day did this for me about 15 years ago or more. So I found the file and decided to work on some. I can get the PSD file into photoshop, but I cannot seem to save it as a jpeg, as that is not one of selections available. So I saw .Tiff and figured I would use that. Unfortunately there is no option for sizing before saving and I got this 22mb file of the cropped image of 478 Broadside with its NB freight to Durango from Farmington. It seems that when I start with a pdf, Tiff, or Jpeg file, photoshop will let me output as .jpeg. So as it is I cannot post the image, or do much with it. I have an old version of Photoshop on an old computer I use for analog video. It is CS4. Any suggestions?
