(DISCLAIMER: I searched before asking, I promise. Maybe I'm using the wrong search terms?)

When did the Rio Grande install rear-facing headlights on locomotive tenders? And for what reason; was it ICC regulations or something else?

I can't make out any sort of pattern:

- K-28 #474 has one in 1940: [digital.denverlibrary.org]
- K-28 #478 has one in 1941: [ngtrainpics.photoshelter.com]
- K-28 #473 does not have one in 1942: [digital.denverlibrary.org]

etc...

I know that locos that did yard duty had them of course (315 in 1946): [digital.denverlibrary.org]
