I have painted cars in the past with Dupont Dulux (yuk) and IMRON. In order to get a nice looking, long lasting paint job you have to do extensive surface prep.

Painting locomotives has a different set of goals and life expectancy. How long is a paint job expected to last? Do you have to use different types of paint on wood parts as opposed to the metal ones? How much surface prep and priming is done prior to painting?
