Shay or Heisler?

I believe the brake shoe on the right is from a Climax locomotive, so is the one on the left from a Shay or a Heisler? It appears as if the shoe slides on from the top and wedges itself in place, with a keeper of some kind mounted horizontally through the bottom of the shoe. The shoe is also marked 26 L and what I think is 1894.
